I suggest that a personal climate certificate for all Swedish citizens from 18 year age and up wolud be a good summary of this workshop. An average Swede waste 6 tons of CO2 emissions a year. Of course is the waste of a SUV owner with many aircraft travels more than 6 ton, on the other hand the waste of an elderly or single citizen with low income, less than 6 tons. With the Swedish citizen control system it would be cost effficient to arrange the "market" for such certificates. And the winning theme is that a certificate system retransfers recourses beteen cictizens. It is welfaresystem 2.0!
Is this a good summary of reducing the Swedish Co2 emissions ?
